Incorporating Homeless Populations into Disaster Preparedness, Planning and Response

People experiencing homelessness can be especially vulnerable to the adverse effects of disasters due to compounding factors such as chronic illness, substance use disorders, location instability, and extreme poverty. Homeless populations therefore often encounter obstacles in disaster preparedness, response, and recovery, which also present challenges for service providers, the public health community, emergency responders, and policy makers.

This workshop will continue an ongoing call to action, led by the Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) and the Department of Veterans Affairs (VA) Veterans Emergency Management Evaluation Center (VEMEC), to improve integration of considerations for people experiencing homelessness into disaster preparedness planning and response by identifying gaps and solution strategies. Subject matter experts and other participants will focus on three areas of needs:

(1) Communications;
(2) Training and Technical Assistance for Community-Based Organizations; and
(3) Guidance for Health Care Providers.
This forum will bring together key researchers, practitioners, and policymakers to help establish priority next steps for research, programs, and policy within these three domains to more effectively serve homeless populations during and after disasters and public health emergencies. Fed Event-Mary 1st-5th Annual Social Enterprise Symposium

On March 1, 2013, the Center for Social Value Creation will host its 5th annual Social Enterprise Symposium at the University of Maryland. I'm writing today to invite you and all students of the Federal Semester to be participants of this unique event. Please "Save the Date" !
As you may know, the Symposium is one of the largest annual events on campus, and one of the biggest on social responsibility and social value creation in the Washington DC area. The Symposium covers a range of topics from sustainability to social entrepreneurship, and explores the role of business as a driver of both economic prosperity and positive social and environmental change. It attracts students and faculty from all disciplines, as well as entrepreneurs, nonprofit and corporate leaders, philanthropists, and the local community. (Last year’s event drew 1,200 registrants - more than doubling attendance from the year prior - and in 2013 we’re expecting even more!)

The Symposium will take place on Friday, March 1, 2013 from 10 a.m. to 7 p.m and feature two independent keynotes from industry leaders, twelve break-out sessions, our annual “No Limits” Social Impact Pitch Competition, guided “sustainable campus” tours with our friends at the Office of Sustainability, a catered networking reception (newly revamped to create a more lively and engaging atmosphere for students and professionals), and so much more.

The Center for Social Value Creation, part of the Robert H. Smith School of Business, is holding its fifth annual Social Enterprise Symposium at the University of Maryland on March 1, 2013! The event brings together over 1,000 students and professionals, and is considered one of the largest events on social responsibility and social value creation in the Washington DC area.

"Furthering Tolerance and Inclusion in Europe: U.S. Foreign Policy Interests"
by Spencer Boyer, Visiting Senior Fellow, Johns Hopkins University, and Public Policy Scholar, Woodrow Wilson International Center for Scholars

Spencer P. Boyer is a Visiting Senior Fellow at the Center for Transatlantic Relations at the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University and a Public Policy Scholar at the Woodrow Wilson International Center for Scholars. From August 2009 – December 2011, he served in the Obama administration as a Deputy Assistant Secretary of State in the Bureau of European and Eurasian Affairs. Mr. Boyer’s work in the bureau focused on Western Europe, public diplomacy, and public affairs. Prior to joining the State Department, Mr. Boyer was the Director of International Law and Diplomacy in the National Security and International Policy Department of the Center for American Progress, a Washington-­based think tank.

Mr. Boyer is a graduate of Wesleyan University and received his J.D. from New York University School of Law, where he specialized in public international law and the work of international organizations. While at NYU, he also obtained a master’s degree in French Studies, with a concentration in French politics, history, and economy. Mr. Boyer began his professional career as an Associate with the international law firm of Jones, Day, Reavis & Pogue in Washington, D.C. Subsequently, he worked in The Hague as a Law Clerk to the President of the International Criminal Tribunal for the former Yugoslavia, in Zurich as a Staff Attorney at the Claims Resolution Tribunal for Dormant Accounts in Switzerland, and in Paris as Counsel at the International Court of Arbitration. He has also served as the Executive Director and War Powers Initiative Director at the Constitution Project, based at Georgetown University's Public Policy Institute, and as a Corporate Affairs Director at a Fortune 500 company in San Francisco.

Mr. Boyer has been a guest analyst with numerous international, national, and local news outlets, including CNN, BBC, MSNBC, FOX, ABC, and Voice of America, and is widely published on foreign affairs matters. He is co-editor of Power and Superpower: Global Leadership and Exceptionalism in the 21st Century (The Century Foundation Press, 2007). Among other professional distinctions, Mr. Boyer served on the Independent Task Force on U.S. Nuclear Weapons Policy at the Council on Foreign Relations and was a Wasserstein Public Interest Fellow at Harvard Law School.

Mr. Boyer is a member of the Bars of the District of Columbia, New York, and New Jersey, and a member of the Council on Foreign Relations. He was also recently a member of the National Security Advisory Committee of the Obama-Biden re-election campaign.

The CISSM Forum is a weekly policy forum held on Thursdays, from 12:15 pm - 1:30 pm in room 1203 Van Munching Hall, College Park, Maryland.
