Times of Revolution: Egypt Then and Now



Dr. Shibley Telhami, Anwar Sadat Professor for Peace and Development, will moderate a Special Sadat Forum with Dr. Jehan Sadat, former first lady of Egypt and Ms. Barbara Walters, ABC News correspondent, creator and co-executive producer and co-host of The View. The event will be will be held on Tuesday, May 3, from 4:15 to 5:30pm in the Ina and Jack Kay Theatre of the Clarice Smith Center for the Performing Arts at the University of Maryland, College Park.

Hosted by the College of Behavioral and Social Sciences in partnership with the Anwar Sadat Chair, this event will bring together two legendary women who will share experiences and compare Egypt then and Egypt now, the challenges and the dreams, and how American perceptions of Egypt and the Egyptian people have evolved over the decades.



Dr. Jehan Sadat was there when her late husband, President Anwar Sadat, joined the Free Officers to overthrow the monarchy in Egypt in 1952. She was there through the tragic assassination of Anwar Sadat and the ascendance to power of Hosni Mubarak. And she experienced the extraordinary popular revolution which overthrew President Mubarak in 2011.

Ms. Barbara Walters was one of the first American journalists to meet President Sadat in the 1970s as Egypt was opening up to the West and American perceptions of Egypt were changing. And she accompanied President Sadat on his airplane when he embarked on his historic journey to Jerusalem. And she was in Egypt to cover Sadat’s funeral.

Professor Telhami will moderate the conversation, share insights from his latest travels to the Middle East, and provide information and highlights on his most recent poll as presented in a newly released report entitled, The American Public and the Arab Awakening. The report was developed in conjunction with Dr. Steven Kull of the University of Maryland, in conjunction with the US-Islamic World Forum, and the Brookings Institute.

Nathan Herschler, IFAW – Ivory Trade and the U.S.


Nathan Herschler will discuss the US legal and regulatory structure that allows the ivory trade to flourish in the U.S., so much so that many experts think we're the second largest consumer of illegal ivory in the world.

Mr. Herschler is a staff attorney with IFAW—The International Fund for Animal Welfare. Prior to joining IFAW in 2008, he graduated from American University, Washington College of Law where he focused on environmental and animal law. In addition to his work at IFAW and previous employment with other animal protection organizations, Mr. Herschler is the 2011-2012 of the Maryland State Bar Association Animal Law Section, has co-chaired his Student Animal Legal Defense Fund law school chapter, lectured on animal law issues, and volunteered with a number of animal advocacy groups.

The Norman and Florence Brody Public Policy Series hosts Paul T. Decker | President & CEO of Mathematica

"Public Policy Research: The View From the Private Sector"


Paul Decker is president and chief executive officer at Mathematica. He is a nationally recognized expert in the design, implementation, and analysis of experimental studies on education and workforce development programs.

Since 1988, he has played a leading role in research designed to provide rigorous, objective information to help mediate debate over controversial policy issues.

Decker directed Mathematica’s evaluation of the Teach For America (TFA) program, which assessed the impact of TFA teachers on student learning. He also oversaw a national study of the efficacy of different teacher preparation methods in contributing to students’ academic achievement. In other areas, he directed studies related to education and worker productivity, employment and training programs, training vouchers, and unemployment insurance.

Decker has served in many roles during his tenure at Mathematica. He joined the firm’s Princeton office in 1988 as a new researcher and moved into a management role in 1997 as associate director of research. He continued to take on broader management responsibilities and became vice president of human services research in 2002 and managing director of human services research in 2005. He joined the senior management team in 2006 as senior vice president. In July 2006, Decker was named vice president and chief operating officer.

Decker has testified before Congress and served on advisory boards for government and academic institutions. He publishes widely in peer-reviewed journals such as the Journal of Policy Analysis and Management, Journal of Human Resources, Economic Studies Quarterly, and others. He has a Ph.D. in economics from the Johns Hopkins University.

The Forum will be held in 1203 Van Munching Hall, 12:15-1:30 PM.

Please join us for the Tuesday Policy Forum on April 26, featuring Mark Duggan, Professor of Economics at the University of Maryland. He will speak on the topic, "The Economics, Opportunities, and Challenges of Health Insurance Exchanges."

Mark Duggan, Professor, received his BS and MS in Electrical Engineering from M.I.T. in 1992 and 1994, respectively, and his PhD in economics from Harvard University in 1999. His primary fields of interest are public finance and health economics. His current research focuses on theoretically modeling and empirically estimating the effect of government expenditure programs such as Social Security, Medicare, and Medicaid on the behavior of individuals and firms. He was a Fellow of the Alfred P. Sloan Foundation from 2004 to 2006 and his research is currently being supported by the NIH and the NSF. He teaches public finance at both the graduate and the undergraduate level.

Bushmeat: Crisis on Bioko

The unsustainable, commercial, and illegal hunting of bushmeat that threatens wildlife populations is often referred to as a conservation “crisis.” Amy Zets, MS/MPP 2011 introduces the complexities of the bushmeat problem and highlights Bioko Island, Equatorial Guinea and the Bioko Biodiversity Protection Program’s (BBPP) conservation efforts as a case study. Amy worked for BBPP on Bioko Island during the summer of 2009 and spent over a year volunteering on outreach with the Bushmeat Crisis Task Force (BCTF). She is currently finalizing her scholarly paper analyzing data from a bushmeat market survey in the forest region of the Republic of Guinea, and will provide details of the analysis and propose solutions and action to end the crisis.

In 1970, 18 out of every 100,000 workers were killed on the job—a total of nearly 14,000 dead. That same year, President Richard Nixon signed legislation creating the Occupational Safety and Health Administration.

As OSHA celebrates its 40th birthday this month, we also celebrate safer and healthier workplaces. Workplace fatality, injury, and illness rates are down more than 65 percent since 1970, thanks in large part to OSHA's efforts.

Despite this progress, workers still face many dangers. Every year more than 4,000 workers die on the job and more than 4 million suffer work-related injuries and illnesses. OSHA must stay vigilant and keep up with ever-changing occupational hazards.

Please join the Center for American Progress for a conversation about the agency's past and future. David Michaels, assistant secretary of labor for OSHA, will talk with workers about changes they have seen on the ground. He will also talk with experts from labor and business about OSHA’s latest policies and actions.

Africa’s Education Financing Challenge

Student enrollment and expenditures per student have been on the rise in sub-Saharan Africa over the past decade. Yet, financing gaps still exist for achieving universal quality education throughout the region, especially in countries with strong demographic pressures. Many African countries are facing a dilemma of how best to balance scarce resources and the growing demands to improve education quality for their children and youth.

On April 27, the Center for Universal Education and the Africa Growth Initiative at Brookings will host a discussion of the state of education financing in sub-Saharan Africa. Albert Motivans of UNESCO’s Institute for Statistics will present the main findings of a new report "Financing Education in sub-Saharan Africa," which focuses on the new challenges related to expanding access, equity and quality education. Shantayanan Devarajan of the World Bank and Brookings Senior Fellow Jacques van der Gaag will provide commentary, and Senior Fellow Mwangi Kimenyi, director of the Africa Growth Initiative, will moderate the discussion.

Fed Event: Tuesday Policy Forum Hosts Richard Messick | “Corruption in Developing States: What Has Been Done? What Can Be Done Better?” | April 19

Please join us for the Tuesday Policy Forum on April 19, featuring Richard Messick from The World Bank. He will be speaking on the topic, “Corruption in Developing States: What Has Been Done? What Can Be Done Better?”


Richard E. Messick joined the World Bank in April 1997 as a Senior Public Sector Specialist in the Public Sector and Governance Group to advise Bank staff on judicial reform. He now advises on a broad range of governance and anticorruption issues including right to information, conflict of interest, legislative and regulatory reform and was recently named to advise Bank clients on the Bank’s Stolen Asset Recovery or StAR initiative.

He wrote the chapter on contract and property rights for the ’05 World Development Report, was a member of the task force that developed the Bank’s recent initiative on asset recovery, represents the Bank on a working group of the United Nation’s Commission on Legal Legal Empowerment, and is a regular reviewer of the Bank’s annual report Doing Business. Mr. Messick is the task team leader for a forthcoming governance project in PNG and is or has been a member or advisor to the teams overseeing governance, anticorruption, or private sector reform projects in Mongolia, the Philippines, Venezuela, Kenya, Peru, Guatemala, Colombia, Croatia, Afghanistan, Indonesia, Bosnia, Vietnam, Morocco, Jordan, Bulgaria, Indonesia, West Bank/Gaza, Sri Lanka, Bangladesh, India, East Timor, Thailand, Sudan, and Argentina. He has written a number of policy notes for the Bank’s PREM Notes series and his article on the economic impact of judicial reform appears in the Bank’s Research Observer.

Fed Event: Baltimore Deputy Mayor Christopher Thomaskutty | "Data Driven Management: Baltimore's CitiStat" | April 20

Christopher Thomaskutty serves as Deputy Mayor for Public Safety and Operations for Mayor Stephanie Rawlings-Blake, overseeing departments that include public safety – fire and police – and health, public works, general services, CitiStat, and other operating agencies.

Christopher began his career in Baltimore City government as a CitiStat Analyst in 2003 under former mayor Martin O’Malley. In January of 2007, Mayor Sheila Dixon selected Christopher to serve as the Director of CitiStat. In December of 2007, he was promoted to the position of Deputy Mayor yet continued his leadership role with CitiStat. CitiStat is a performance management strategy for which Baltimore is renowned. In its first three years of operation, CitiStat produced over $100 million in financial benefits to the city, and received national attention from the New York Times and Governing Magazine. CitiStat also won Harvard University’s prestigious Innovations in American Government Award.

Christopher received a B.A. in Political Science from Birmingham-Southern College in Birmingham, Alabama. While at BSC, he was named a Truman Scholar by the Harry S. Truman Scholarship Foundation. He also received the Reginald E.F. Colley Award, which is awarded to the most outstanding undergraduate member of Theta Chi Fraternity in the nation. After college, Christopher worked for the non-profit Operation New Birmingham, where he focused on redeveloping historic downtown buildings. Prior to joining the Mayor’s Office, Christopher received a Masters in Public Policy and Urban Planning (MPP/UP) from the John F. Kennedy School of Government at Harvard University.

Born and raised in rural north Alabama, Christopher is a die-hard Alabama Crimson Tide football fan. He and his wife live in Baltimore City with their beautiful daughter and charming son.

Modeling Ecosystem Service Tradeoffs – Dr. Lisa Wainger

Dr. Lisa Wainger is a research professor of geographic environmental economics at the University of Maryland Center for Environmental Science. Her primary research interest is in developing integrated ecological and economic analysis tools to communicate changes in ecological conditions in terms of socio-economic impacts.

She will discuss recent work, as part of a multi-disciplinary team, to inform environmental policy choices by developing analysis tools that reveal tradeoffs among ecosystem services. Summer Internship Scholarships
Have you been offered a wonderful unpaid summer internship and are concerned about finances?

The University Career Center and The President's Promise are accepting applications for financial need-based scholarships to help offset expenses while furthering your academic and career goals through a summer internship.This scholarship is open to all majors. Awards will be based on financial need and will average between $500 - $1,000.

Before coming to CNS, Lewis was the Director of the Nuclear Strategy and Nonproliferation Initiative at the New America Foundation. Prior to that, Dr. Lewis was Executive Director of the Managing the Atom Project at the Belfer Center for Science and International Affairs, Executive Director of the Association of Professional Schools of International Affairs, a Visiting Fellow at the Center for Strategic and International Studies and a desk officer in the Office of the Undersecretary of Defense for Policy. He is also a Research Scholar at the Center for International and Security Studies at the University of Maryland's School of Public Policy (CISSM).

"Climate Monitoring:Setting Policy in the Context of a Presidential Initiative"

Sarah Stewart Johnson, Policy Analyst, Office of Science and Technology Policy

Sarah Stewart Johnson joined the Obama Administration as a White House Fellow in 2009 and currently works in the Office of Science and Technology Policy. A research scientist by training, Sarah’s policy portfolio at the White House includes climate, sustainability, greenhouse gas monitoring, and science diplomacy. She has been active in international climate negotiations as part of the United States delegations to the Intergovernmental Panel on Climate Change in Bali in 2009, Busan in 2010, Geneva in 2011, and Abu Dhabi in 2011. Her portfolio previously included disaster risk reduction, and last year she worked with USAID to help restore telecommunications infrastructure following the earthquake in Haiti.

Sarah holds a B.A. in mathematics and environmental studies from Washington University, a second B.A. in philosophy, politics, and economics and an M.Sc. in biology from Oxford University, where she studied as a Rhodes Scholar, and a Ph.D. in planetary science from the Massachusetts Institute of Technology. She is currently on leave from the Harvard Society of Fellows, where she is developing life detection techniques for use in extreme environments on Earth and on Mars.

"The Effect of Village-Based Schools: Evidence From a Randomized Controlled Trial in Afghanistan"

Linden is an Assistant Professor at Columbia University with appointments in both the Department of Economics and the School of International and Public Affairs. Working in the fields of development economics and economics of education, he explores the role of education in the microeconomic foundations of poverty. He focuses on understanding both the education production process and the family decision problems that determine the allocation of educational opportunities within the household. Methodologically, he specializes in the use of large-scale randomized controlled trials. His research has been published in the American Economic Review, the Quarterly Journal of Economics, and the Applied Economic Journal: Applied Economics. It has also been featured in The New York Times, The Washington Post, The Economist, The Financial Times, The Christian Science Monitor, and other popular press publications. He is affiliated with the National Bureau of Economic Research (NBER), the Bureau for Research and Economic Analysis of Development (BREAD), the Institute for the Study of Labor (IZA), the Abdul Latif Jameel Poverty Action Lab (J-PAL), and Innovations for Poverty Action (IPA). He earned a PhD in Economics from the Massachusetts Institute of Technology in 2004 and received a Bachelor of Science in Mathematics and a Bachelor of Arts in Economics from the University of Texas at Austin in 1997.
