"Nuclear Dangers: A Strange Turn of History," with Joan Rohlfing, President and Chief Operationg Officer, Nuclear Threat Initiative (NTI), Maryland School of Public Policy Alum

  • Ms. Rohlfing became President and Chief Operating Officer of NTI in January 2010, after nine years as NTI's Senior Vice President for Programs and Operations. She joined NTI in 2001 after holding a number of senior positions with the U.S. Department of Energy. She served as Senior Advisor for National Security to the Secretary of Energy and Director of the Office of Nonproliferation and National Security. She took a nine-month assignment in New Delhi, India, in the wake of nuclear tests in South Asia, to advise the U.S. Ambassador on nuclear security issues. Ms. Rohlfing also has served on the staff of the U.S. House Armed Services Committee and at the U.S. Department of Defense.

"Legal Regulation of Torture" by Gregory Craig, lawyer, former White House Counsel to President Obama

  • Greg Craig is currently a partner at Skadden Arps in Washington, D.C. where he chairs the firm's Global Policy and Litigation Strategy Group. From 2009 to 2010, Mr. Craig was Counsel to President Barack Obama. Prior to his position in the White House, he was a partner at the law firm of Williams & Connolly, where he practiced law for many years. During his career as a trial lawyer, Mr. Craig has participated in many high-profile cases and represented many prominent elected officials, private individuals and U.S. corporations. From 1984 to 1988, Mr. Craig served as Senior Advisor to Senator Edward M. Kennedy for foreign policy and national security affairs. In 1997, Secretary of State Madeleine Albright appointed him to be Director of the Policy Planning Staff in the State Department. In late 1998, President Clinton brought him over to the White House – as Assistant to the President and Special Counsel – to quarterback the impeachment defense. He was part of the team that represented President Clinton in the Senate trial in early 1999. Mr. Craig served as a senior foreign policy adviser in the Obama presidential campaign and played the role of Senator McCain in the process of preparing the candidate for the three presidential debates. He was educated at Harvard College (magna cum laude), Cambridge University (Diploma in Historical Studies) and Yale Law School.

"A New START: The Ratification Process" by J. Peter Scoblic, Senior Professional Staff, Senate Foreign Relations Committee

  • J. Peter Scoblic is a senior professional staff member on the Senate Foreign Relations Committee. Prior to joining the committee, he was the executive editor of The New Republic, where he served in various capacities for seven years. He has written and spoken widely on national security issues, and in 2008 Viking published his book, "U.S. vs. Them," a history of conservatism and American nuclear policy. Before joining The New Republic, he was the editor of Arms Control Today, a journal covering efforts to prevent the spread and use of weapons of mass destruction. He graduated from Brown University, where he was editor-in-chief of the Brown Journal of World Affairs.

Environmental Policy Roundtable Introduction, Planning, and "The Story of Cosmetics," a short documentary describing policy holes that allow inclusion of toxic chemicals and other potentially unsafe products in consumer goods used across the U.S. and parts of the world.

The Maryland School of Public Policy's Tuesday Policy Forum will feature Professor Douglas J. Besharov, a lawyer and the first director of the U.S. National Center on Child Abuse and Neglect. He directs the university's Welfare Reform Academy and teaches courses on family policy, welfare reform, evaluation, and the implementation of social policy.

  • Dr. O'Toole serves as the Under Secretary for Science and Technology at the U.S. Department of Homeland Security. She is internationally known for her work on biosecurity and on health and safety issues related to the US nuclear weapons complex. Her publications in the biodefense field include articles on the response to anthrax, smallpox, and plague biological attacks; containment of contagious disease epidemics; biodefense research and development strategies; and hospital preparedness. She has served on numerous government and expert advisory committees dealing with biodefense, including panels of the Defense Science Board; the National Academy of Engineering Committee on Combating Terrorism; and the National Academy of Sciences Working Group on Biological Weapons.
