Zilkha chair in Governance Studies and senior fellow at the Brookings Institution. Jeremy D. Rosner (PhD. ’07) is executive vice president at Greenberg Quinlan Rosner in Washington, DC, and is a leading pollster and strategic consultant for political parties, candidates, governments, NGOs, and corporations around the globe. I.M. “Mac” Destler is the Saul Stern professor of Civic Engagement at the UMD School of Public Policy; director of the program on International Security and Economic Policy; and senior fellow at the Center for International and Security Policy at Maryland (CISSM)
